The simplest way to update Punkbuster is to let it update from whatever game-server you connect to.
To do this, simply type pb_security 0 in dev console.
By default, the developer console can be opened by simultaneously pressing the keys [Ctrl], [Alt], and [~] while the game is running. Once your console is open, type pb_security 0 and press the [Enter] key. Then join a server you wish to play on and your punkbuster client should update itself from that server.

WINDOWS XP - According to Bondyboy007 and DukeNukeM, one of these should work:
C:\Documents and Settings\All Users\Application Data\PunkBuster\Enemy Territory - QUAKE Wars\pb
and/or
C:\Documents and Settings\%USERPROFILE%\Local Settings\Application Data\PunkBuster\Enemy Territory - QUAKE Wars\pb
and/or
C:\Documents and Settings\%USERPROFILE%\Local Settings\Application Data\id Software\Enemy Territory - QUAKE Wars\pb
Aside from the varied locations reported to work, some folder names may vary, such as Enemy Territory - QUAKE Wars versus ETQW and Punkbuster versus pb. If you get punkbuster to work using a different location, please post it. Good luck with this annoying puzzle.
